The UAE's Ministry of Energy and Infrastructure has opened a tender for engineering consultancy and design services on a new highway designated E-911, inviting Category A consultancy firms to submit bids by October 23. The road will become the fourth major route linking Dubai and Ras Al Khaimah, starting at the Dubai-Sharjah border and running to Al Shuhada Road (E-87) in Ras Al Khaimah, with an additional 8km link connecting it to Emirates Road (E-611) in Umm Al Quwain.

The full corridor will stretch 68km, with an estimated construction cost of around Dh6 billion. Based on a concept design already completed, the highway will have between 12 and 16 lanes across both directions, with projected capacity of roughly 360,000 trips per day. The winning consultant will take on preliminary and detailed design work under tender number 2026-022.

The project is intended to relieve pressure on Emirates Road (E-611) and Sheikh Mohammed bin Zayed Road, both of which have seen mounting congestion as the population of the northern emirates has grown and daily commuting into Dubai has increased. A fourth corridor would shorten travel times between Ras Al Khaimah, Umm Al Quwain and Dubai, and give drivers an alternative route during accidents or maintenance work on existing roads.

The highway sits within a broader federal push to expand the UAE's highway network ahead of continued population and economic growth in the northern emirates over the coming decades. Because the concept design phase is already finished, the detailed design stage is expected to move relatively quickly once a consultant is chosen, though the ministry has not yet published a construction or opening timeline.
