Abu Dhabi will unveil a major overhaul of its government app, Tamm, in December at Gitex Global in Dubai, as the emirate pushes toward its goal of becoming the world's first fully AI-native government. The app, which already serves 4.7 million users after gaining 1.5 million new users over the past year, is expected to become significantly more proactive and personalised under its version 5.0 update.
Officials from the Department of Government Enablement said 90 per cent of transactions on the platform are currently completed within a single day, and the app has saved residents an estimated 54 million hours annually in time that would otherwise be spent on bureaucratic processes.
Ruba Al Hassan, Director General of the Department of Government Enablement, said the goal is to move toward "a model where government increasingly understands context ... and anticipates needs" rather than simply responding to requests. She added that the shift is being pursued "with urgency, but building responsibly," noting that as artificial intelligence improves, the importance of human judgement grows rather than shrinks.
Omar Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, described the current generation of AI as "the most powerful in human history." Abu Dhabi has set a target of becoming the first fully AI-native government globally within the next year, with the Tamm 5.0 relaunch positioned as a central step in that transition. Officials say the priority throughout the overhaul will be preserving simplicity and public trust even as the app's underlying intelligence expands.
