Applications opened on September 18 through the municipality's Investment Opportunities Platform at investmentopportunities.dm.gov.ae.
The move is part of a broader municipal programme to develop seasonal and tourism-related commercial activity across the emirate. Al Rawiyah has already drawn attention from other government entities: Dubai's Roads and Transport Authority opened a separate dedicated facility in the area in January 2026, underscoring its growing role in the city's development plans.
Winter camps in Dubai typically host activities such as desert tourism, family outings, cultural events and seasonal retail, which pick up as the UAE's cooler season runs from October through March.
